Information and Communication Technology (ICT) Overview

Information and Communication Technology (ICT) plays an essential role in supporting the mission of Parami University and ensuring an accessible, collaborative, and high-quality learning experience for students across different regions and learning contexts. As a digitally enabled institution, Parami University strategically integrates cloud-based platforms, learning technologies, communication systems, library resources, and virtual infrastructure to support teaching, learning, student engagement, research, and institutional operations.

The ICT Office oversees the University’s digital learning platforms, technology services, communication systems, infrastructure, and library-related services. Under the ICT Office, the EdTech Unit supports educational technologies, digital learning platforms, institutional systems, and technology services, while the Library Unit manages library services, learning materials, academic resources, and digital research resources.

The University’s technology ecosystem is designed to support its online learning while remaining accessible to students in developing regions with varying levels of technological resources. Through the use of Software as a Service (SaaS) platforms and institution-managed Infrastructure as a Service (IaaS) solutions, Parami University provides students, faculty, and staff with reliable access to instructional resources, collaboration tools, student services, library resources, and administrative systems.

Learning Management and Instructional Delivery

Parami University uses the Canvas Learning Management System (LMS) as the primary platform for course delivery, instructional management, and student learning activities. Canvas serves as the central hub for academic engagement where students access course materials, assignments, announcements, assessments, grades, and learning resources. Faculty members use Canvas to organize course content, manage student submissions, facilitate discussions, and monitor student progress. Canvas supports both synchronous and asynchronous learning, allowing the University to deliver flexible and accessible education regardless of geographical location.

To support live instruction and synchronous learning activities, Parami University licenses Zoom Video Conferencing, which is fully integrated into Canvas LMS. Faculty can schedule and launch virtual classes directly through Canvas, while students can join live sessions using a single sign-on experience. Zoom recordings are automatically archived and stored through integrated workflows with Google Drive, enabling students to revisit lectures and instructional sessions for review.

The University also utilizes several interactive learning technologies integrated into Canvas through Learning Tools Interoperability (LTI) standards. These technologies promote student engagement, collaborative learning, and active participation in virtual classrooms.

Interactive and Collaborative Learning Tools

Student Information System

Parami University uses Populi as its Student Information System (SIS). Populi manages admissions, enrollment, student records, grading, transcripts, billing, and institutional reporting within a centralized platform. Applicants submit application materials and recommendation letters through the Populi admissions portal, while enrolled students use the system for academic records and institutional services. The University also maintains a Course Inventory Management System using Open Journal Systems (OJS)-based workflows to organize course inventory.

Communication, Productivity, and Collaboration

Parami University provides all students, faculty, and staff with institutional Google Workspace for Education accounts. Through Google Workspace, users have access to institutional email, Google Drive cloud storage, Google Docs, Google Sheets, Google Meet, and collaborative productivity tools. These cloud-based applications allow students and faculty to collaborate in real time on academic work while minimizing software accessibility barriers.

The University also uses Slack as an institutional communication and collaboration platform. Slack supports organized communication channels, project collaboration, real-time messaging, and file sharing among students, faculty, and staff. Student clubs and institutional teams also use Slack for operational coordination and engagement activities.

In addition, Parami University provides access to Microsoft 365 Online services for student organizations and users who require Microsoft productivity tools for coursework or collaboration.

Academic Integrity, Research, and Library Technologies

To uphold academic integrity and responsible scholarship, Parami University licenses Copyleaks plagiarism detection software and integrates it directly into Canvas LMS. Faculty members can use Copyleaks to evaluate assignment originality and identify potential violations of academic integrity policies.

Students and faculty also have access to JSTOR and Financial Times educational subscriptions to support academic research, reading, and scholarly inquiry. The University additionally provides New York Times educational access to support media literacy, global awareness, and interdisciplinary learning.

For quantitative research and data analysis, students are provided with licensed access to Stata statistical software. This enables students to conduct professional-level statistical analysis, econometric modeling, and research activities commonly used in academic and industry settings.

The University also supports research and technical experimentation through Microsoft Azure for Students. Eligible students can claim cloud computing credits using their institutional email accounts, allowing them to gain hands-on experience with virtual machines, cloud hosting, databases, artificial intelligence tools, and scalable computing infrastructure.

Authentication, Security, and Infrastructure

To provide secure and streamlined access to institutional systems, Parami University uses a centralized Single Sign-On (SSO) system integrated with Google Workspace and SAML authentication protocols. This allows students and staff to securely access multiple educational platforms using a unified institutional identity.

The University hosts several institution-managed services on Virtual Private Servers (VPS) and cloud infrastructure platforms as part of its Infrastructure as a Service (IaaS) environment. These services include:

These systems allow the institution to maintain flexibility, scalability, and secure access while minimizing the cost of maintaining physical infrastructure.

Accessibility, Flexibility, and Student Support

The University’s technology ecosystem is intentionally designed to support students studying remotely and across different technological environments. Most institutional systems are cloud-based and optimized for web browsers, allowing students to access learning resources using standard consumer hardware and moderate internet connectivity.

The University expects students to possess a personal laptop with reliable functionality and internet access sufficient for online learning activities. Recommended internet bandwidth includes 5 Mbps download and 2 Mbps upload.

Recorded lectures, asynchronous course materials, collaborative tools, and cloud-based productivity platforms help ensure review of lessons for students who may experience intermittent connectivity or other access challenges.

Institutional Technology Governance and Responsible Use

The ICT Office oversees institutional technology services and coordinates the management of digital learning platforms, technology infrastructure, communication systems, and related ICT services through the EdTech Unit, while the Library Unit oversees library services, learning materials, and academic resources.

All institutional technologies are linked to official Parami University email accounts to ensure secure identity management and centralized access control. Students, faculty, and staff are required to use institutional communication channels for official academic and administrative activities.

The University provides guidelines and expectations regarding responsible technology use through institutional policies. These policies support academic integrity, cybersecurity awareness, data protection, and professional digital communication practices.

Library and Educational Materials & Resources

The Library Unit under the ICT Office provides students and faculty with access to a range of library resources, learning materials, and educational resources to support teaching, learning, and research. Available library resources and services can be accessed through the Parami University Library:

https://www.parami.edu.mm/library

As part of its regular resource review process, the Library Unit seeks feedback from students and faculty on the learning materials, databases, digital resources, and other educational resources they would like to access or recommend for consideration. This review is conducted twice a year to help ensure that available resources continue to meet the evolving academic, teaching, learning, and research needs of students and faculty.

Feedback and requests are reviewed by the Library Unit and used to inform decisions on the addition, renewal, or improvement of library and educational resources.
